What is Child Benefit?

Child benefit (German: Kindergeld) is a government transfer payment in Germany designed to provide financial support to families with children. It is regulated by the Income Tax Act (Einkommensteuergesetz, EStG) and the Federal Child Benefit Act (Bundeskindergeldgesetz, BKGG). Payments are administered by the Family Benefits Office (Familienkasse), which is part of the Federal Employment Agency (Bundesagentur für Arbeit). The primary goal is to tax-exempt the subsistence level of children and reduce the financial burden on families.

Eligibility Requirements

Child benefit is generally available to individuals who have their residence or habitual abode in Germany and are responsible for a child. Key eligibility criteria include:

  • The child lives in the household of the claimant or is financially supported by them.
  • The child is typically under 18 years of age.
  • The benefit may be extended up to the age of 25 if the child is in vocational training, studying, or registered as unemployed.
  • For children with disabilities, the benefit may be granted indefinitely if the disability occurred before the age of 25.

Amount of Child Benefit

The amount of child benefit is regularly adjusted by law. Since January 2023, child benefit has been set at a uniform rate of 250 euros per month per child, regardless of the number of children in the family. This represents a simplification from the previous tiered system, where higher amounts were paid for the third and subsequent children.

How to Apply

Child benefit must be actively applied for. Applications are submitted to the relevant Familienkasse (Family Benefits Office). Important points to note include:

  • Applications can be submitted online, in writing, or in person.
  • Required documents include the child's birth certificate, proof of identity, and, if applicable, proof of residency or immigration status.
  • Child benefit is paid retroactively for a maximum of six months prior to the date of application.
  • Payments are made monthly to the designated bank account.

Child Benefit vs. Child Tax Allowance

In Germany, families can benefit from either child benefit or the child tax allowance (Kinderfreibetrag). The tax office automatically assesses which option is more financially advantageous during the annual income tax assessment. If the tax allowance results in greater savings, the child benefit already paid is offset against the tax refund. For most families with low to middle incomes, child benefit remains the more beneficial option.

Special Rules

Several special provisions may affect eligibility for child benefit:

  • Cross-border situations: Families living or working in another EU member state are subject to special coordination rules for family benefits under EU law.
  • Foster and adopted children: Child benefit can also be claimed for foster children and adopted children.
  • No income limit for children: Since 2012, there is no longer an income threshold based on the child's own earnings that would reduce or eliminate the benefit.
