Every proton carries a positive elementary charge (+e), and every electron carries a negative elementary charge (-e). In their neutral state, atoms are electrically balanced because the number of protons equals the number of electrons. When an atom gains or loses electrons, it becomes an ion with a net charge that is always an integer multiple of the elementary charge.

Modern physics has established that quarks -- the building blocks of protons and neutrons -- carry charges in multiples of one-third of the elementary charge. However, quarks never appear in isolation (a phenomenon known as confinement), which is why the elementary charge remains the smallest freely measurable unit of charge.
American physicist Robert A. Millikan first measured the value of the elementary charge with precision in 1909 through the renowned Millikan oil-drop experiment, for which he was awarded the Nobel Prize in Physics in 1923. In this experiment, tiny oil droplets suspended in an electric field were observed to determine the charge of individual electrons.
