What Is Pre Formula?

Pre formula (also referred to as Pre milk or stage Pre infant formula) is a specialized starter infant formula designed for newborns and infants from birth. It is considered the closest cow-milk-based alternative to breast milk and can be used as the sole source of nutrition or as a supplement to breastfeeding.

Pre formula is strictly regulated under European and international food safety standards and must meet specific nutritional requirements to support the healthy development of infants.

Composition

The composition of Pre formula closely mirrors that of breast milk:

  • Carbohydrates: The only permitted carbohydrate source is lactose, identical to breast milk. No starch or added sugars are allowed.
  • Protein: The protein content is low and adapted to breast milk levels. Pre formula typically contains a higher whey-to-casein ratio compared to standard formulas.
  • Fats: A balanced blend of vegetable oils provides essential fatty acids critical for brain and eye development. Many products also contain long-chain polyunsaturated fatty acids (LC-PUFAs) such as DHA and ARA.
  • Vitamins and Minerals: Pre formula is fortified with all essential vitamins and minerals required to fully meet an infant's nutritional needs.

Key Differences Compared to Other Infant Formulas

Pre Formula vs. Stage 1 Infant Formula

Unlike Stage 1 infant formula, Pre formula contains exclusively lactose as its carbohydrate source, with no added starches or maltodextrin. This makes Pre formula thinner in consistency and easier to digest. Because Pre formula is less filling, infants can be fed on demand without the risk of overfeeding.

Pre Formula vs. Follow-On Formula

Follow-on formulas (e.g., Stage 2 or Stage 3) are designed for older infants from 6 months of age and have a different nutritional profile. Pre formula, in contrast, is suitable from birth and tailored to the specific needs of newborns.

Usage and Preparation

Pre formula can be given from birth through the end of the first year of life. It is particularly suitable when:

  • Breastfeeding is not possible or not desired
  • Breast milk supply is insufficient
  • Supplementary feeding alongside breastfeeding is needed

Preparation follows the manufacturer's instructions, typically by dissolving the powder in previously boiled water cooled to approximately 40–50 °C. Prepared formula should be used immediately and not stored.

Specialized Pre Formula Variants

Several specialized variants of Pre formula exist for specific medical needs:

  • Pre HA Formula: Hypoallergenic Pre formula with hydrolyzed protein for infants at elevated risk of allergy.
  • Pre Formula for Premature Infants: Contains higher levels of energy, protein, and minerals to meet the special nutritional demands of preterm infants.
  • Soy-Based Pre Formula: For infants with cow's milk protein allergy or intolerance, used only on medical advice.

Safety and Quality Control

In the EU, Pre formula is governed by strict legal requirements set out in Commission Delegated Regulation (EU) 2016/127, which specifies precise minimum and maximum levels for all nutrients. Manufacturers are required to conduct regular quality and safety testing of their products.
