What is E1441?
E1441, known as Hydroxypropyl Distarch Phosphate, is a chemically modified starch additive produced through a two-step modification process: hydroxypropylation and phosphate cross-linking. It is derived from natural starch sources such as maize, wheat, potato, or tapioca, then chemically treated to enhance its functional properties. Within the European Union, E1441 is classified as an approved food additive in the category of modified starches.
Production and Chemical Properties
During the production of E1441, native starch is first reacted with propylene oxide (hydroxypropylation), which loosens the starch structure and increases water-binding capacity. A subsequent cross-linking step using phosphate bridges significantly improves thermal stability and resistance to mechanical stress. The result is a starch with the following enhanced properties:
- High stability during heating, freezing, and thawing
- Improved texture and creamy consistency
- Good compatibility with acidic food products
- Reduced retrogradation (preventing water separation after cooling)

E1441 is used across a wide range of processed foods as a thickener, stabiliser, and gelling agent. Typical applications include:

Safety and Regulatory Approval
The European Food Safety Authority (EFSA) and the Joint FAO/WHO Expert Committee on Food Additives (JECFA) have evaluated E1441 and confirmed its safety for human consumption. No specific Acceptable Daily Intake (ADI) value has been established for modified starches such as E1441, as they are considered substantially equivalent to undigested starch and present no toxicological concerns.
In the EU, E1441 is authorised under Regulation (EC) No 1333/2008 on food additives. Notably, E1441 is one of the few modified starches explicitly permitted for use in infant and toddler food products, which reflects its high safety profile.
Tolerability and Special Considerations
E1441 is processed in the human digestive tract similarly to undigested starch and is largely fermented in the large intestine. For most people, E1441 is well tolerated. However, individuals with a wheat allergy or coeliac disease should pay attention to the source of the starch used, as E1441 can also be produced from wheat. In such cases, the source must be declared on the product label. Those with maize starch intolerance should also check ingredient lists carefully.
Labelling
On food labels, E1441 is declared either as E1441 or as Hydroxypropyl Distarch Phosphate. If wheat starch is used as the starting material, this must be additionally stated in accordance with EU labelling regulations, for example as Hydroxypropyl Distarch Phosphate (Wheat).
