The RVO emerged from the tradition of Bismarckian social legislation of the late 19th century. Chancellor Otto von Bismarck had introduced the Health Insurance Act (1883), the Accident Insurance Act (1884), and the Old Age and Disability Insurance Act (1889), laying the groundwork for modern social insurance. The goal of the RVO was to consolidate these individual statutes, close legislative gaps, and create a clear, systematic legal framework for the protection of workers.

The Imperial Insurance Code was divided into several books, covering the following areas:

Evolution and Replacement
The RVO was amended and expanded numerous times over the decades but retained its core structure for much of the 20th century. It was gradually replaced by the Social Code (Sozialgesetzbuch, SGB), introduced from 1975 onward. The provisions governing healthcare were specifically superseded by SGB V (Statutory Health Insurance), which came into force in 1989. Other sections were replaced by SGB VI (pension insurance) and SGB VII (accident insurance).
